Mary Ellen Russell currently serves as Interim Executive Director of the Maryland Catholic Conference. She previously served as Executive Director of the Conference from 2008 to 2018, when she became Director of Community Affairs for the Archdiocese of Baltimore. She continues to serve in her role as Director of Community Affairs for the Archdiocese.

Mrs. Russell first joined the Conference as associate director in 1995 and then served as deputy director before being named executive director in 2008.  During that time, she focused primarily on coordinating legislative advocacy efforts affecting Maryland’s Catholic and other nonpublic schools.  Mrs. Russell also previously served as Assistant Secretary for Parental Advocacy for the United States Conference of Catholic Bishops (USCCB).

Mary Ellen is a past member of the USCCB Committee on Education, a member of the Leadership Council of the Mid-Atlantic Catholic Schools Consortium, and past co-chair of the Maryland State Superintendent’s Nonpublic Schools Workgroup.  She has also served on the executive committee of the National Association of State Catholic Conference Directors (NASCCD). 

Mary Ellen holds an M.A. in Liberal Arts from St. John’s College, Annapolis, and a B.A. in English from Boston College. She and her husband live in Annapolis, where they raised four sons. Her husband is a permanent deacon in the Archdiocese of Baltimore, and currently serves at St. Mary’s Parish in Annapolis.
